Jamaal Avilez
Jamaal Avilez, Senior Vice President of Administration. Jamaal Avilez serves as Senior Vice President of Administration for the Ontario International Airport Authority (OIAA), where he leads the organization’s Procurement, Contracts, Warehousing and Business Opportunities divisions. With two decades of public-sector procurement and contracting experience including over a decade dedicated to complex airport development initiatives, Jamaal brings deep expertise in alternative delivery, governance and high-value capital programs.
Prior to joining OIAA, Jamaal spent nearly nine years with Los Angeles World Airports (LAWA), where he held progressively senior leadership roles within the Chief Development Office and Supply Services Division. He managed complex, multi-billion-dollar procurements, including major public-private partnership (P3) programs and the $1 billion Design/Build procurement for the Tom Bradley International Terminal (TBIT) West Gates project at Los Angeles International Airport (LAX).
As Executive Assistant Airports within LAWA’s Chief Development Office, Jamaal oversaw operational aspects of executive-level development strategy, managed high-value construction procurements, led special initiatives such as establishing LAWA’s on-site COVID-19 testing laboratory and provided detailed analysis and reporting to the Board of Airport Commissioners. He also played a key role in resolving complex stakeholder matters and supporting negotiations with airline partners on future airport development projects.
At Ontario International Airport, Jamaal focuses on strengthening governance frameworks, modernizing procurement practices and building policies and procedures that drive efficiency, transparency and long-term asset value. His leadership ensures that OIAA’s contracting and administrative functions support strategic growth while safeguarding public trust and fiscal responsibility.
Jamaal holds a Bachelor of Arts in Economics and Political Science from Loyola Marymount University.
